ESC Region 15 Business Manager...

  • Responsible for oversight of all financial and business affairs of the Education Service Center Region 15 (ESC) including accounting, accounts receivable, payroll and purchasing. Provide leadership for ESC financial activity to ensure legally sound and effective management practices. Direct and monitor the management and investment of all ESC funds and ensure they are adequately protected.  Serve as chief financial advisor and budget advisor to the ESC Executive Director.  

• Maintain the accounting systems of ESC 15 including journals, ledgers, and reports to ensure integrity and compliance with standards as prescribed by Texas Education Agency

• Manage and maintain the ESC investment portfolio.  Supervise and coordinate the investment of all available funds in the best interest of the ESC.  Ensure these funds are adequately protected against loss at all times.

• Ensure all financial obligations of the ESC are met on a timely basis including payroll and accounts payable

• Implement and maintain internal control procedures to ensure the safeguarding of assets and reliability of accounting data. Promote operational efficiency and ensure adherence to prescribed policies and procedures

• Submit or oversee the submission of all vouchers and financial reports necessary to obtain reimbursement of expenses from funding sources accurately and in a timely manner

• Administer the business office budget and ensure that programs are cost effective and funds are managed prudently

• Maintain adequate property and liability insurance coverage for all ESC property

• Oversee the coordination of health and other supplementary insurance offered by the ESC including worker’s compensation and unemployment

• Prepare official budgets, budget amendments, and monthly/annual investment reports to be presented to the ESC Board of Directors

• Coordinate an annual financial audit

• Select, train, evaluate and supervise business office staff. Make recommendations relative to assignment, retention, discipline and dismissal

• Attend board meetings and make presentations when appropriate or requested

• Serve as a member of the ESC Management Committee

• Other duties as assigned by the Executive Director

Physical Demands and Working Conditions:

Work with frequent interruptions, tight deadlines, and limited office space
Travel - both in region and out of region, including overnight travel

Negotiable based on professional experience.
